The objective of USSF Office of Small Business Programs is to utilize small businesses to ensure timely, reliable, and cost-effective delivery of products and services in support of the Airmen and Guardian warfighters. The President, Congress, and DoD leadership have recognized the contributions of small businesses to the industrial base, and America’s ability to successfully overcome threats ranging from non-state actors to near-peer competitors.

It is Department of the Air Force (DAF) policy that small businesses have a maximum practicable opportunity to participate in total purchases, contracts, subcontracts, and other agreements and sub-agreements for property and services. Additionally, it is DAF policy that small businesses receive effective assistance with regulatory, contractual, or policy compliance.

The U.S. Space Force was established on Dec. 20, 2019, creating the first new branch of the armed services since 1947. The establishment of the USSF resulted from widespread recognition that space is a national security imperative. When combined with the growing threat posed by strategic competitors in space, it became clear that there was a need for a military service focused solely on pursuing superiority in the space domain.

While the Space Force is the newest service, the Department of Defense has been working in the space domain since the beginning of space exploration. The Space Force consolidates satellite acquisition, budget and workforce from across more than 60 different organizations into a unified, efficient, effective service for space operations.

SPACEWERX is a government funded organization that facilitates collaboration with small technology companies through the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. SBIR and STTR provide over a billion dollars in seed capital each year for early-stage research and development (R&D) at small technology companies. They fund projects that serve a DoD need and also have commercial applications.

Space Enterprise Consortium (SpEC) was created to bridge the cultural gap between military buyers and commercial space startups and small businesses through Other Transactional Authority Awards (OTAs). This innovative contracting process allows SpEC to solicit bids from a mix of member companies including companies that have not previously done work with the DoD.

Space Development Agency (SDA) will quickly deliver needed space-based capabilities to the joint war fighter to support terrestrial missions through development, fielding, and operation of the Proliferated war fighter Space Architecture. SDA capitalizes on a unique business model that values speed and lowers costs by harnessing commercial development to achieve a proliferated architecture and enhance resilience. SDA will deliver a minimum viable product - on time, every two years -by employing spiral development methods, adding capabilities to future generation as the threat evolves.

Space Rapid Capabilities Office (RCO) accelerates the acquisition and delivery of advanced systems that protect space assets and defend joint forces from space-enabled threats. By collaborating with U.S. government agencies, partner countries, and industry, they provide cutting-edge, agile solutions to secure our nation’s advantage in peace, in competition, and in combat. Their responsiveness to immediate and evolving threats in, from, and to space ensures they remain a trusted partner for national security stakeholders who require our faster pace of innovation.
